Suppliers to Samsung and other chip firms play waiting game amid slow grants and industry slump

Project delays are reverberating throughout the supply chain, compounded by the fact that when Samsung and others, like Intel Corp. in Ohio and Taiwan Semiconductor Manufacturing Co. in Arizona, announced expansions, smaller companies — think parts makers, or even those that supply the suppliers — were urged to invest millions of dollars to increase capacity.
